Recommendation:

It is recommended that the Town Council adopt the attached Resolution No. 2168.11 as presented.   

Background:

As part of the Capital Improvement Projects, one element is the undergrounding of the Town’s overhead utilities. During the last two years we have been working with AT&T as they designed and we coordinated the installation of the underground facilities and the eventual removal of the Town’s existing overhead telephone facilities.

During this time, we have operated under the following premises:
  • AT&T would design and engineer the underground utilities in coordination with C3TS
  • The Town (through our contractors) would install the underground telephone facilities
  • AT&T would be responsible for the conversion of the telephone utilities
The attached documents are required as the Town desires to enter into a relationship with AT&T that safeguards the residents of the Town while sharing the financial obligations of converting the Towns overhead telephone utilities to an underground system.

Fiscal Impact:

The conversion costs are $174,516.54 of which $12,000.00 has been pre-paid leaving a balance of $162,516.54. This is the second installment of payment for the work that AT&T is providing the Town, covering Phase 2.
