Subject:        Grant Application for Strand Park Boat Dock
______________________________________________________________________

The Town has previously developed and the Council approved a Master Parks Plan for the enjoyment of its residents.  That Plan includes a Strand Park Boat Dock. This boat dock will serve the residents as an IntraCoastal (ICW) viewing facility, a fishing point, and a temporary non-powerboat mooring area.  In addition, it would have a boatlift for the Town’s Police Boat in order to have the Police Boat available for both immediate patrol duties and to respond to emergencies around the clock on the ICW.

In May of 2009, the Town Council authorized the Town Administration to submit an application to the Florida Intracoastal Navigation District (FIND) for a Strand Park Walkway, Dock, and Boat Lift. The application was initially approved and then on the final approval date was denied because a secondary permit from the U.S. Army Corps of Engineers had not been obtained. The Town Administration desires to resubmit its application.

The State of Florida, through the Florida Intracoastal Navigation District (FIND), offer local government subdivisions funds to provide marine improvement projects.  The cost of the proposed dock has been estimated to be $78,644. The FIND grant will provide 37.8% ($29,735.00)   The Town’s Administration requests authorization to apply for this grant in order to significantly free-up critical funding resources for other imperative Town and Police responsibilities.

Fiscal Impact:

Balance of the Strand Park Boat Dock and Lift projected to be $48,929.00
