Grant Application for Strand Park Boat Dock

Recommendation:

It is recommended that the Town Council adopt the attached Resolution No. 2171.11 as presented.   

Background:

The Town has developed a Master Parks Plan for the enjoyment of its residents.  That Plan includes a Strand Park Boat Dock. This boat dock will serve as an IntraCoastal viewing facility, a fishing point, and a temporary non-powerboat mooring area.  

In addition, since the Town Police Marine Patrol Unit's implementation in June of 2005, the Town’s Police boat has been docked at various locations around the Intra-Coastal Waterway (ICW).  The Town desires to have its Police Boat Dock and Lift located in the ICW affixed to Center Island in order to have the Police Boat available for both immediate patrol duties and to respond to emergencies around the clock.   Both of these goals can be achieved through a single structure on the ICW.

The State of Florida, through the Florida Intracoastal Navigation District (FIND), administered by the Department of Environmental Protection (DEP), offer local government subdivisions funds to provide marine improvement projects.  The cost of the proposed dock has been estimated to be $78,644.    The Town’s Administration requests authorization to apply for this grant for $29,735 (37.08%) in order to significantly free-up critical funding resources for other imperative Town and Police responsibilities.  

Fiscal Impact:
 
Balance of the proposed Strand Park Boat Dock and Lift projected to be $48,929.00.
