Recommendation:
It is recommended that the Town Council adopt the attached Resolution No. 2158.11 as presented.
Background:
As we attempt to commence the restoration of South Park we do so in a manner consistent with the development of North Park. We (the Town) will serve as the project manager and project coordinator cutting out the cost of a General Contractor. As such, each of the major elements of the park development will be issued to an array of contractors. Elements like lighting, landscaping, sidewalks and the arbor will all be awarded separately.
Although it is always preferrable to go out to formal bid, I am asking that you exercise your authority to waive competitive bidding. As you are fully aware, the Town Council has the authority to waive competitive bidding when it deems the bid to be impractical. I believe that the attached invoice / project falls under the category to have competitive bidding waived, and ask for your approval.
Landscape Associates, Inc. (LAI) has a proven track record with the Town as they have successfully completed: North Park, the Massini Fence Line, all four (4) corners of the Strand and Golden Beach Drive, and the North and South side of the Strand along the Police Substation. Their work product and excellent quality material contribute to my recommendation; LAI has agreed to honor the per units costs of material as found in the CIP. It is important to recognize that the buying power of the CIP as well as the fact that the material costs were part of the 2007 CIP bid process.
By utilizing LAI we are able to commence the work at South Park right away. The staging area in South Park has been cleared away and the site is ready for us to commence the installation of the new elements and re-landscaping.
Fiscal Impact:
The total proposed invoice for landscaping services at South Park is proposed at $88,798.25. South Park has a budget of $225,000.00 for its construction.
