REGULAR TOWN COUNCIL MEETING
7:30 P.M.
A. Meeting Called To Order By Vice Mayor Lusskin at 7:25 pm
B. Roll Call
Council Members: Mayor Glenn Singer (speakerphone attendance ended at 9:15 pm), Vice Mayor Judy Lusskin, Councilmember Ben Einstein (attendance ended at 8:00 pm), Councilmember Joe Iglesias and Councilmember Al Paruas
Staff: Town Manager Bonilyn Wilbanks-Free, Police Chief James Skinner, Town Attorney Stephen Helfman, Finance Director Maria Camacho, Assistant to the Town Manager Zoraya Roncallo, and Town Clerk Cathy Szabo.
C. Pledge Allegiance To The Flag
Chief Skinner led the pledge.
D. Presentations
Mr. Sam Sorota accepted an award from the Town Council for his dedication and service of 18 years on the Building Advisory Board. Linda Epperson, Building Department Manager accepted an award on behalf of Mr. DeGraff for his devoted service of 19 years on the Building Advisory Board.
E. Additions/Deletions/Removal Of Items From Consent Agenda/ Changes To Be Made To Agenda
Town Attorney Stephen Helfman requested addition of item 1A Emergency Ordinance and #7 Approval of Grant Writing Proposal moved by Vice Mayor Lusskin and second by Councilman Einstein 5/0 all ayes.
Town Manager Wilbanks-Free requested removal of item #4 Pension Board moved by Councilman Paruas second by Councilman Einstein 5/0 all ayes
Councilman Einstein made a motion to move item #5 Security Cameras to 2A and item #6 Award of Paver Bid to 2B, second by Vice Mayor Lusskin 5/0, all ayes.

G. GOOD AND WELFARE

H. MAYOR’S REPORT
· Stormwater Project meeting/update requested to expedite project
· Town has purchased three satellite phones for emergencies/power outages
· Town has purchased a generator for emergencies/power outages
· Commend Public Works Department and Police department for their efforts during and after the storms
· Employee evaluations should have been done this year and will be in place by next budget year

Councilman Iglesias
· Commended the Public Works Department for their hard work before, during and after the storms
· Flooding at Verona & Strand
· Request monthly citation/warning report from Chief Skinner
· GBYLG Hurricane Katrina Relief efforts
· Request councilmembers to listen to disciplinary hearing tapes

· Applaud the efforts of Public Works Department for trimming the coconut trees
· Request administration to follow up with Brian Flynn from DERM

· Request update on Stormwater Project
· Lydia Ezkanazi and Amy Rojas have expressed an interest to join the Security/Public Safety Committee
· Continue to seek stormwater funding

· Residents, Council and staff are all components of a wheel that makes Golden Beach go round and we are all on the same team.
· Request Chief Skinner to implement Block Captains
· Importance of Updated Phone List
· Phone in SubStation (Not wireless) so residents have ability to call...importance of residents having at least one phone (not wireless) in home that will work during power outages.~
· Monitoring Algae and flooding on South Parkway
J. TOWN MANAGER REPORT
· Rescheduling Pre-Construction Meeting for Stormwater Project
· Flooding during high tides
· Algae will be swept at site locations
· Thank staff for preparedness before, during and after storm
· Center Island Water Main Project update will be included in a memo in the Friday Council packets
K. POLICE CHIEF REPORT
· Laptop computers were approved on August 23 and recommend to move forward with Miami-Dade county rather than Aventura
· Marine Patrol
· Thanked the Police Department staff for their efforts before during and after the storms

M. ORDINANCES – Second Reading
1. Amending Section 2-275 of Town Code. An Ordinance of the Town Council of the Town of Golden Beach, Florida amending Section 2-275 “Waiver of Bid Procedure” of Chapter 2 “Administration” of the Town of Golden Beach Code of Ordinances, providing additional authority to waive bid procedures where compliance is impractical and not in the best interest of the Town; providing for severability; providing for inclusion in the Code; providing for an effective date.

Comprehensive Security Camera Networked System Phase 1 A Resolution of the Town Council of the Town of Golden Beach, Florida, authorizing the expenditure of funds from the Law Enforcement Trust Fund for a comprehensive networked security camera system for the Golden Beach Police Department; providing for implementation; providing for an effective date.
Council consensus and direction is to go out for bids.

Award of Paver Bid A Resolution of the Town Council of the Town of Golden Beach, Florida awarding Paver Replacement Project (Bid No. 2005-03) (the “project”) to Pios & Sons Enterprises, Inc; approving agreement for construction of the project between the Town and Pios & Sons Enterprises, Inc.; providing for implementation of agreement; and providing for an effective date.
The Motion to adopt the foregoing Resolution subject to any changes and subject to Town Attorney approval; specs for exact site plan cross sections and pacing plan. Installation guaranteed for three years. NTE $123,506.20 was offered by Councilman Iglesias, seconded by Vice Mayor Lusskin and on roll call the following vote ensued:
