ORDINANCE REVIEW WORKSHOP #3
7:00 P.M.

A.      Mayor Singer called the Third Code Workshop to order at 7:14 pm.  

B.      Roll Call
Mayor Glenn Singer, Vice Mayor Judy Lusskin, Councilmember Camille Colella-Battista, Councilmember Einstein (speakerphone 7:30 pm) Councilmember Joe Iglesias, Town Manager Bonilyn Wilbanks-Free, Town Attorney Stephen Helfman, Town Attorney Peter Lichtman, Building Official Dan Nieda, Code Enforcement Officer Anthony Adamson, Police Chief James Skinner, and Town Clerk Cathy Szabo   

C.      Chief Skinner led the pledge.

D.      Town Attorney Presentation Re: Draft Code Enforcement Ordinance
Discussion was held regarding the following items:
·       Citation method of enforcement
·       Implement system to monitor violations paid and due
·       Resident due process by giving reasonable time to correct a violation

Building Official Dan Nieda suggested having a warning process followed by strict enforcement. Also suggested reviewing sections to cite and add more categories.

Mayor Singer suggested a five or ten-day grace period/warning period for non-health and safety issues and no warning period for health and safety issues.

Town Attorney explained that the current codes already address a warning system and suggested changing the codes to include a citation system for life safety violations.

        Educational process should include a list of the top ten violations.
Councilwoman Battista reminded the Council that residents should have a reasonable amount of time to correct violations affording them their due process rights.

Mayor Singer requested staff look into software systems to keep control of violations and bring the information to the next meeting.

Dr. Stanley Feinman requested a hard copy of neighboring codes to be available for viewing in Town Hall.

Council and staff will schedule the next workshop meeting date at the December Regular Town Council Meeting for the first or second week of January.
