SPECIAL TOWN COUNCIL MEETING
12:00 NOON

MEETING CALLED TO ORDER
Mayor Singer called the meeting to order at 12:15 p.m. Roll Call taken by Town Manager.

Council Members in attendance:  Mayor Singer, Vice Mayor Einstein, Councilmember Colella-Colella-Battista, Councilmember Iglesias, and Councilmember Lusskin  

Staff in attendance:  Town Manager, Town Attorney Gould, and Zoraya Roncallo.

Mayor Singer requested to add dates for the following:
Executive Session for Labor Negotiations
Code Review Workshop
Executive Session - Stormwater Litigation with Lieby & Associates to be present

1.      SETTING THE DATE FOR THE SPECIAL MEETING FOR PRESENTATIONS FOR THE PROJECT MANAGEMENT OF THE CAPITAL IMPROVEMENT PROJECT

        Council directed that staff attend the May 8th Hurricane meeting - Chief & Lt, and Officer Rudolph.  Town Manager will notify Chief Skinner.

Council approved May 8th at 6:30 p.m.

Town Manager reviewed the process with 20-minute presentation and 10 minutes Q & A.  Council discussed and recommended that it be a 15 minutes presentation and 15 minutes of Q & A.    Town Manager will notify each company of their new presentation time.

Councilmember Iglesias recommended that cancellation of meetings be done as soon as it is determined there is a problem with the date.  It gives an unprofessional image for the Town.  Recommends signs for cancellation be posted as we did.  However, added meetings added need to be posted also

Town Manager explained that it was posted on generator and website  We need a digital board for messages so this process is not time consuming for staff to accomplish the notification.

Vice Mayor began discussing a phase contract for costing which should be presented to the companies.

Attorney Gould requested this discussion not be at this Special Meeting; Council agreed.

2.      APPROVING THE PROCESS FOR SELECTION OF THE TOWN CLERK

Town Manager explained the process and the past discussion and agreement by Council.  The past practice was drafted in the Agenda Report documentation.

Mayor Singer made motion to approve Search Committee, process described as presented, and amendments as discussed by Councilmember Colella-Colella-Battista. Seconded by Councilmember Lusskin.
Vote: Mayor Singer - Aye; Vice Mayor Einstein - Aye; Councilmember Colella-Battista - Aye; Councilmember Iglesias - Aye; Councilmember Lusskin - Aye.

Councilmember Colella-Colella-Battista requested that the Council also received the applications

Councilmember Lusskin recommended the list be narrowed to two.

Mayor Singer recommended that the Search Committee be allowed to determine the most eligible candidate for the position.  Council agreed.

Mayor Singer reminded Council that the sunshine laws pertain and should go to Town Manager if they feel we should have the committee interview one of the candidates.

Town Manager stated that application packets would be hand-delivered by end of workday today.

Councilman Iglesias will serve as Chairperson of the Search Committee and he requested the meeting be held Monday, May 1st before 2 pm.

Town Manager advised that she was not screening the candidates' applications. All applications with the job description will go to the committee.

Mayor Singer stated there were two more dates that needed to be discussed:
·       Executive Session for labor negotiations
·       Council agreed to Monday the 15th - during the day at noon
·       Code Review Workshop

Councilmember Colella-Battista suggested having two meeting for Council when the Agendas are long and Councilmember Iglesias agreed which would eliminate limiting Council comments.

Councilmember Iglesias suggested May 22nd. Council agreed to Monday, May 22nd at 6:30 - 7:30 p.m.

Mayor Singer stated he needed a date for Stormwater Executive Session on May 15th following the noon meeting.

Attorney Gould requested that they add it to the Agenda.

Motion by Mayor Singer to add Executive Session for Stormwater to the Agenda Seconded by Dr. Iglesias
Vote: Mayor Singer - Aye; Vice Mayor Einstein - Aye; Councilmember Colella-Battista - Aye; Councilmember Iglesias - Aye; Councilmember Lusskin - Aye.

Mayor Singer recommended the meeting be Monday May 22, 2006 at 7:30 p.m. Requested that the following people attend:
Libby firm
Attorney Erinstein - Requested to have Steve Helfman opine on them attending.

Councilmember Iglesias stated that if this one firm can be there and would like it researched if Michael Addicott can be there.   
Vice Mayor Einstein suggested Mr. Helfman speaks with Michael Addicott and due a summary memo to the Council. Each Councilmember can than speak with Michael Addicott.

Mayor Singer reiterated that everyone needs to hear what this other law firm's opinion is on this matter. He requested a written letter from Steve Smith to price out the cost to complete this repair.

Councilmember Iglesias suggested Inquired as to having a special meeting to handle this and everyone could attend.  It was explained that you would not want to do this due to giving away strategy points to the opposing Council.

Motion to adjourn by Councilmember Iglesias. Seconded by Councilmember Lusskin.
Vote: Mayor Singer - Aye; Vice Mayor Einstein - Aye; Councilmember Colella-Battista - Aye; Councilmember Iglesias - Aye; Councilmember Lusskin - Aye.
