2006 ANNUAL PERFORMANCE REPORT

To the Town Council and Residents of Golden Beach,
Beginning with the 2006 calendar year report, the Golden Beach Police Department is initialing a new format for reporting important police performance measures to the Town. It is anticipated that as additional areas of Police and Community performance are identified, those categories will be added to the report. It is our hope that these reports will serve to better inform and educate both the residents and the Police Officers to those actions that can continue to maintain and improve the wonderful quality of life enjoyed by the residents of Golden Beach.
This is an extremely positive report with the Police Officers actions demonstrating significant increases in performance in a number of key areas. These areas included a three to four fold increase in traffic enforcement activities with verbal warnings, written warnings and court citations. At the same time the officers were increasing their efforts toward traffic safety they also doubled the number of total arrests and that included more than doubling the number of traffic arrest. The officers also started a new effort toward code enforcement violations to improve the quality of life that all residents enjoy. The Police Department was pleased to see the number of false burglar alarms decreased by twenty-four (24%) per cent and we are hopeful that is demonstrative of more accuracy in these systems.
The Marine Patrol completed its first full year of operation and the new K-9 Unit became operational in the second half of the year. These two units have gone along way in increasing the professionalism and the sprit de corps of the Police Department. The more professional the Police Department can become, the more effective it will be in serving the residents of Golden Beach.
These annual reports will be added to the Public Safety Page and the Town’s website to provide this information to everyone visiting the Golden Beach web site. We welcome your suggestions and recommendations to improve this report.

Traffic Enforcement
Under this category, a total of 6,650 traffic enforcement activities occurred during the 2006 year compared with 1,465 in all 2005. This is four and half times the previous year and demonstrates a substantial increase in traffic enforcement efforts on the part of the Police Officers. There were 4,495 court citations issued in 2006 compared to 796 for the 2005 calendar year, an increase of more than a five and half times. There were 2,126 written or verbal warnings given out in 2006 compared with 654 in 2005. This is more than a three-fold increase.
Criminal and Traffic arrests
This category showed that total arrests more than doubled, increasing from sixteen (16) for 2005 compared to thirty-seven (37) arrests in 2006. Felony arrests have increased from two (2) during 2005 to six (6) in 2006. There were two (2) misdemeanor arrests in 2006 compared to none for 2005. Seven (7) people were arrested on Bench Warrants in 2006 compared to four (4) in 2005. There were twenty-three (23) traffic arrests in 2006 versus nine (9) for 2005.
Code Violations
This was another area where the officers’ actions increased substantially with 233 Code Violations being observed and addressed by the officers in 2006 compared with thirty-seven (37) in 2005. In the categories of suspicious persons, sick or injured persons, and animal calls, there were a total of ninety-three (93) in 2006 compared with one hundred sixty-four (164) in 2005, a significant decrease. Disturbance Disputes increased from seventeen (17) in 2005 to thirty-eight (38) in 2006.
Patrol Activities
The officers have performed 5,537 residence checks in 2006 compared to 4,836 for 2005. They performed 5,537 Beach and Pavilion checks in 2006 compared to 4,457 for 2005. Tweddle Park checks increased from 2,304 in 2005 to 3,849 in 2006. Burglar alarm calls decreased from 263 in 2005 to 199 in 2006, almost a twenty-five per cent reduction.
Marine Patrol
The Officers assigned to Marine Patrol made a total of 463 contacts with residents, assists to the public, or assists to the Code Enforcement Officer. They carried out 1,212 enforcement activities which included 466 verbal warnings, 114 written warnings, and 188 court citations. These activities also included 444 safety equipment inspections for boaters’ safety. On twenty-two (22) occasions, they assisted other agencies which included the Golden Beach Marine Patrol discovering the body of a boating accident victim. The Golden Beach Marine Patrol boat was the first police vessel on the scene of this unfortunate incident when a boat capsized on the Intracoastal Waterway on May 19, 2006.
K-9 Patrol
The K-9 Officer and his partner, “Arco” completed training and went into regular patrol service on July 1, of 2006. During this second half of the year, the K-9 Unit performed eight (8) area searches for criminal suspects. The K-9 team also conducted fifty-four (54) searches for narcotics. The searches resulted in illegal narcotics being found six (6) times, which resulted in two (2) vehicles and $1,500.00 in cash being seized. The K-9 Unit was called out from home on two occasions when nearby agencies ‘ K-9 units were unavailable and Golden Beach needed the service a K-9 Unit. The K-9 and his handler participated in 96 hours of training with K-9 units from nearby agencies.
Reported Crime
The first seven crime categories displayed in the Annual Report are the seven crimes “Part 1” crimes tracked by the Federal Bureau of Investigation’s (FBI) annual “Uniform Crime Report.” The seven categories collectively show twenty-five reported crimes, an seven percent (7%) reduction from the twenty-seven events reported in these categories in 2005. This report continues to show the absence of a homicide (or non-negligent manslaughter), rape, or robbery occurring in Golden Beach for the last several years.
